Is this item refillable? Does it have an air chuck to just fill it up with air for pressurization?

The water mist AC Fire Extinguisher is refillable. It is meant to be filled with the Deionized Water Extinguishing Agent, item # 18H20 using the fill adapter valve, part #H2OFA. This item must be filled and inspected by a certified fire technician in the purchaser's local area.
