Is this product supplied as a single strap or can it be cut to length?

This item is sold as either a One-Piece Navy Table Strap: 2" W x 93" L (item# PP-9018-1P) or a Two-Piece White Table Strap: 4" W x 42" L (per piece, item# PP-9018-2P). They cannot be cut to size.
